Persistent mildew smell in rooms

Front desk staff were friendly. My first room smelled heavily of cleaning solution masking a smell of mildew so I requested and received a new room. The second room just smelled heavily of mildew. I gave up at that point and slept with the smell wafting around me. The room seemed clean otherwise. The water from the tap did not taste great. The hotel places $6 bottles of water in the room to compensate.
