The Cobbles now has an exclusive fixed parking space in easy walking distance above the Tate gallery which you can use if you wish for an extra charge in advance. Ask the owner. Or arrive on the train as St Ives has its own train station within walking distance and you won't need a car unless you wish to explore the wider area - and for that there are buses, trains and taxis.
